Delivering a winning submission for Victoria’s premier rail and signalling upgrade project

Downer partnered early with Struber to pull together a strong bid team and manage all aspects of the EOI and RFP delivery.  Together, we developed unique selling points, win themes and a narrative and offering that demonstrated an exceptional rail and signalling upgrade solution in an innovative bid response.

Struber was engaged from start to finish with visibility of the whole tender, delivering a winning submission for Victoria’s premier rail and signalling upgrade project.

Struber worked as embedded team members delivering all aspects of the  EOI and RFP, including:

• Workshop facilitation and  development of strategy and win themes
• Writing and editing all  returnable schedules, including the Executive Summary and CVs
• Communications and stakeholder  engagement plans
• Local and social procurement,  workforce training and development plans
• Brand development, graphic  design and production.

Struber worked with Downer to review processes and outcomes as we went, and facilitated lessons learned workshops with the bid teams to continually improve.

Online collaboration tools meant Struber’s bid manager, writer and graphic designers worked both remotely and embedded for the 7-week EOI and 3 month RFP periods. Struber delivered submission documents of the highest quality both in content and design.  As a result, Downer was successful in securing the contract to deliver Warrnambool Line Upgrade.
