The Metropolitan Waste and Resource Recovery Group (MWRRG) has partnered with 16 south east Melbourne councils to seek industry proposals for advanced waste processing solutions for household rubbish.

Struber’s approach was to review the engagement standards and approaches across the 16 Councils, government policy and international standards to define an approach for communication, community engagement and stakeholder management that was appropriate for construction and operational phases of the project. This included a focus on education about internationally recognised advanced processing technologies, and building and maintaining a social licence to operate.

Struber’s tactics included:
  • Workshops with Metropolitan Waste and Resource Recovery Group (MWRRG) to understand key drivers, outcomes and priorities to define the requirements
  • Extensive review and analysis of the Council’s existing engagement policies and standards to identify a consistent approach for the project
  • Drafted goals, community segments, impacts and interests and an outline specification document to workshop with MWRRG
  • Following the workshop, developed detailed specification document and supporting evaluation scorecard and guidelines.

The thorough approach ensures the Special Purpose Vehicle (SPV) will have certainty about communication, community engagement and stakeholder management.

Detailed specifications provided clarity about the expectations to develop and achieve a social licence across the 25-year project.
